Legal and export restrictions
Who may not use Webway — sanctions, export control, age and territory — and what we ask for when we have to check.

Webway is a hosted service that routes requests to model providers in several countries. Sanctions law, export control and each provider's own territorial limits all reach through to your account, so this page states them in one place rather than burying them in the Terms.
Who may not use the service
You may not open an account, hold credit, or send requests through the gateway if you are:
- under 18, or below the age of contractual majority where you live;
- a person, vessel or entity on a restricted-party list — including the US Treasury's SDN and Consolidated Sanctions lists, the US Commerce Department's Entity, Denied Persons and Unverified lists, and the equivalent UK, EU and UN designations;
- owned or controlled by, or acting for, such a person or entity;
- located in, ordinarily resident in, or accessing the service from a comprehensively sanctioned territory. At the date on this page that means Cuba, Iran, North Korea, Syria, and the Crimea, Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine. The list follows the law, not this page, and changes with it.
Accepting the terms is your representation that none of the above applies to you, and it has to stay true — tell us if it stops being true.
Export control
The gateway and the models reached through it are subject to US export control law, and may be subject to the export law of the country you are in.
You may not export, re-export, transfer or make the service available to a restricted party or a sanctioned territory, and you may not use it:
- in the design, development or production of nuclear, chemical or biological weapons, or missile technology;
- for unlawful interception, surveillance or targeting of people;
- to circumvent an export restriction that applies to you, to your users, or to the provider serving your request.
Providing false information to get around any of this — a proxy, a front company, a nominee address — is a breach of the Terms and grounds for immediate closure with no refund of credit spent by the breach.
Territory and providers
Some models are unavailable in some countries because their provider says so, not because we do. Where we know, the model page says so. A request refused for that reason is not charged.
We may block or restrict access from a country where we cannot lawfully or practically operate, and we may withdraw a model at a provider's instruction.
Verification
To meet our obligations under anti-money-laundering, sanctions and know-your-customer rules — and our payment providers' — we may ask you to confirm your identity, your business, your address, or the source of a payment. We ask when something requires it, not routinely.
We may hold, refuse or reverse a payment, and suspend an account, while such a check is outstanding. If a check cannot be completed, or the answer is that the account may not be served, we close it and return any unspent balance where the law permits us to.
Your own compliance
You are responsible for the law that applies where you are and where your users are: data protection, sector rules, content law, and any licence your own product needs. We cannot advise you on it, and using the gateway is not evidence that we have assessed it.
